Objectives: To draw up a new management methodology of scientific and technological development of civil aircraft engineering. Methods: It includes the systematic and logical approach, induction, deduction, economic analysis, forecast methods and modeling. Findings: The main outcome was the method of forecasting the target indicators of research and technological groundwork development in civil aircraft engineering on the basis of expert groups’ work, proposed by the author. It was found that the joint application of the technology readiness level methodology, results-based budgeting and the system of target indicators are necessary for the implementation of an efficient process of forecasting and strategic planning by management of research and technological groundwork development and further successful development of the entire industry. Applications/Improvement: The developed new methodology in practice will allow for more effective management of research and technological groundwork development in the aircraft engineering industry, which will reduce the risks of erroneous decisions in the process of target indicators developing and assessing their changes.
